Ilene Marcus, MPA, MSW, Senior Associate
Ilene Marcus has 29 years of experience in social service and health care programs, policy development, operations and turn-around management, including financing and revenue strategies. Ilene is currently a Chair at Vistage International, the Nation’s leading CEO Peer Advisory Group and also is a senior Associate at Preferred Health Strategies (PHS). Ilene has served as Interim VP for Operations of a large Medical Home Visiting Practice and has performed management and operations reviews for several LHCSAs. Accomplishments included establishing scalable process for growth, operational efficiency analysis, staff reorganization, new proformas and budgets, revised HR functions and introduction of new marketing program.
Ilene served as Chief Strategy Officer and Chief of Staff from 2002 – 2013 at Met Council on Jewish Poverty responsible for $130 million of operations, program development and metrics, strategic planning, revenue generation and technical assistance to a network of 25 front-line social service CBOs. Ilene spearheaded NYC’s historic welfare reform for six years, in the administration of Mayor Rudolph W. Giuliani, serving as Special Assistant to the Mayor and as Executive Deputy Commissioner in the NYC Human Resources Administration. She also served as Public Programs Officer at DoubleClick, and Director of Public Affairs as well as Director of City Policy at UJA-Federation of New York. Ilene started her career in the NYC Office of Management and Budget. Ms. Marcus holds two Masters Degrees from Columbia University, Public Administration (MPA) and Social Work (MSSW) and served as adjunct faculty in financial management for 10 years and read admissions essays for the University. She has been a Federal grant reviewer for HHS and served a two year term on the Executive Board of the NYC Chapter of National Association of Social Workers.
